The general process, any state

States differ on fees and forms, but the application sequence is nearly universal. Follow it in this order and most replacements go through the first time.

  1. Confirm who must apply. The registered owner files - or the lienholder, if a loan is still recorded. In electronic lien states, the lender controls the certificate until payoff.
  2. Gather proof. VIN, title number or plate number, driver license, and the current address on the vehicle record.
  3. Complete the state application. Every state publishes one form for duplicates; our guides name it and link it.
  4. Pay the fee. Fees range from a couple of dollars to $75 or more depending on the state.
  5. Choose processing speed. Online where available, mail for the cheapest, or expedited counters in some states.
  6. Wait for the mail. Most replacements take one to four weeks.
